In the documentary, they recreated the Stewards not allowing passengers to gain access to the other decks for assistance; they had to have some of the men hoist the women up on their hands, whether or not this is true, I am not sure. The passengers, of course, didn't have two weeks to find their way around. It's possible some Third Class passengers simply got lost while trying to get to the lifeboats.
